🧮 TKBG Rechner

The Tagesbetreuungskostenbeteiligungsgesetz – TKBG for short, Berlin's childcare cost contribution act – sets out what parents in Berlin pay for eFöB (ergänzende Förderung und Betreuung, after-school care, often called “Hort”) at schools.

As is so often the case with German administrative law, the act is written in finest bureaucratic German: nested sentences, cross-references to annexes and columns, and terms like “außerunterrichtliche schulische Betreuungsangebote”. So that you don't need a law degree to work out the monthly contribution, I built this tool – just set your income with the slider and choose the school type and grade, and the calculator instantly shows the monthly contribution for every care module.

The law and all official documents are only available in German, and the German version of this page is authoritative. I can't guarantee that the data is correct, so please double-check the result against the official source. If you have questions or comments, or spot a mistake, feel free to get in touch!

Your details

Please choose your income with the slider Total positive income of the child and the parent(s) the child lives with (for single parents, only that parent) in the last calendar year (profit or gross income minus income-related expenses, § 2 Abs. 2 TKBG)
All children under 18, even if they are not in care or you pay maintenance for them (sibling discount, § 3 Abs. 3 TKBG)
What does this mean?

Offene Ganztagsschule (open all-day school): lessons in the morning; care afterwards is optional and booked in modules (e.g. 13:30–16:00).

Gebundene Ganztagsschule (compulsory all-day school): the all-day programme until 16:00 is compulsory for all pupils. eFöB only adds early morning care (6:00–7:30), late care (16:00–18:00) and the school holidays.

Ask the school or check its website to find out which type applies. The two Förderschwerpunkt options only apply to schools or classes with the special needs focus Geistige Entwicklung (intellectual development), or to designated schools and small classes with the special needs focus autism.

Grades 1 to 3 and the Eingangsstufe and Unterstufe (entry and lower levels) are free of charge. Fees only apply from grade 4 or the Mittelstufe (middle level) (§ 3 Abs. 5 TKBG).

Overview: Tagesbetreuungskostenbeteiligungsgesetz (TKBG)

Below is a short summary of each section of the TKBG. The full legal text (in German) is available in the Berlin legislation and case law database.

§ 1 – Cost contribution (Kostenbeteiligung)

The child and their parents contribute to the average cost of care in a Kita, in childminding or in after-school care at schools, as well as to the cost of any meals included. If the child lives with only one parent, only the two of them are liable to contribute.

§ 2 – Basis of assessment

The contribution depends on income, the type of care and the amount of care. Income means the total positive income within the meaning of the Income Tax Act (Einkommensteuergesetz) in the last calendar year before the assessment; losses may not be offset. If income in the current year is expected to be lower, it can be used instead on application.

§ 3 – Amount of the contribution

The amounts are set out in the annexes (Anlagen) to the act and are rounded to full euros. Sibling discount: families with two children pay 80 %, with three children 60 % and with four or more children 50 % per child. For foster children and children in residential care, the minimum contribution applies. After-school care in grades 1 to 3 and in the Eingangsstufe and Unterstufe (entry and lower levels) at schools and in classes with the Förderschwerpunkt Geistige Entwicklung is free of charge.

§ 4 – Individual calculation, hardship rule

After the contribution has been set, a review under § 90 Abs. 3 and 4 SGB VIII can be requested. If income is below the threshold of § 85 SGB XII, only the minimum contribution is considered reasonable. In cases of hardship, payment can be waived in full or in part for a limited time on application.

§ 4a – Care at schools

Defines the care modules and which column of the annexes applies. Offene Ganztagsschule (open all-day school): early morning care (6:00–7:30), afternoon (13:30–16:00) and late care (16:00–18:00, only together with the afternoon); during school holidays additionally 7:30–13:30. Gebundene Ganztagsschule (compulsory all-day school): early morning and late care; during school holidays additionally 7:30–16:00. Holiday care only is also possible (contract for at least one school year, payment in twelve monthly instalments). At schools and in classes with the Förderschwerpunkt Geistige Entwicklung and for autism (designated schools and small classes) there is early morning care and 15:00–16:00 or 15:00–18:00; for the Oberstufe and Abschlussstufe (upper and final levels) and grades 7 to 10, Anlage 2a and separate holiday modules apply.

§ 5 – Setting the contribution

Without proof of income, the maximum contribution is charged. The assessment is reviewed at least once a year. Changes apply from the month of the application or review, and retroactively only if reporting obligations were breached. If the amount of care changes by the 20th of a month, the change applies to the whole month.

§ 6 – Start and end of the contribution

If care starts by the 20th of a month, the full monthly contribution is due; otherwise only from the following month. If the child leaves before the end of a month, the full monthly contribution is payable. Not using the care in full does not reduce the contribution.
